La direction des Achats de Dexia a la charge de tous les achats du groupe sur un périmètre européen dont les achats nécessaires à l’environnement de travail tels que IT, télécom, et prestations intellectuelles. 

 

Le périmètre Achats est en pleine évolution et se doit d’accompagner le plan de transformation 

mené par le groupe sur ses métiers. La Direction des Achats et également en cours de transformation dans son approche, son périmètre, ses process et la gestion de ses risques.

Avec l’appui de votre tuteur ou d’un acheteur, les missions consisteront notamment à : 

  • Gérer les catégories d’achat en relation avec les métiers et les entités du groupe, consolider les besoins prévisionnels avec les opérationnels sur les services IT, hardware, software, projets IT (développement, intégration, mise en place de solutions), TMA, TRA, Sous-traitance IT, Telecom, Plateformes de services ;
  • Réaliser du sourcing fournisseur ;
  • Participation au lancement des appels d’offres ;
  • Réaliser des analyses qualitative et quantitative concernant les dépenses fournisseurs et les catégories d’achat confiés ;
  • Participation à la négociation commerciale et juridique ;
  • Rédaction de documents contractuels ;
  • Utilisation de la plateforme Achat Ivalua (traitement des demandes d’achats, création de fournisseur ; des contrats, envoi de bon de commandes, etc) ;
  • Mettre en œuvre les gouvernances Achat avec les prestataires identifiés : planification des comités contractuel, fournisseur/stratégiques, suivi via notre plateforme Achat Ivalua.

 

Profil recherché

  • De formation supérieure BAC +4/5 spécialisée dans les Achats.
  • Goût pour le secteur informatique. 
  • Vous recherchez une alternance de 12 à 24 mois. 
  • Vous disposez idéalement d’une première expérience dans ce domaine. 
  • Vous maitrisez les outils Microsoft M365 (Outlook, Teams, Excel, Power Point, Word). 
  • Bonne aisance relationnelle, écoute, curiosité, autonomie, rigueur et capacité de rédaction. 
  • La maîtrise de l’anglais opérationnel est nécessaire.

Vos missions : 

  • Collecte et saisie des comptes des contreparties concernées.

  • Analyse des scores financiers et des ratings attribués.

Au sein de la Direction des Risques/Financements de Projets et Corporates en charge de l’analyse et du suivi des risques financements de projets et corporates du groupe, vous participerez au suivi et à l'analyse du risque de crédit d'opérations de financements de projets et de financements corporate, dans les secteurs Infrastructure (PPP, transport...), Energie (renouvelable notamment) et Environnement, tant en France qu’à l’international. L’alternant sera progressivement en charge :

  • Assurer en temps et en heure la revue annuelle des opérations de financements de projets et de corporates dont il a la charge
  • Assurer, en relation avec les équipes de la Direction des Actifs (et les équipes des risques des implantations internationales dans le cas échéant), l’instruction des demandes de waivers/corporate actions ou des propositions de restructurations et préparer une recommandation à faire valider par un responsable de pole
  • S’assurer du suivi continu du risque des contreparties de son portefeuille (actualités presse, analyse des rapports techniques et financiers communiqués, réunions avec les différentes équipes de la Direction des Actifs...)
  • Participer au processus de revue trimestrielle des dossiers sensibles (Watchlist/Quarterly Review)
  • Rédiger des études sectorielles transversales, en lien avec l’actualité du secteur ou les besoins de la banque.

Within the Project Portfolio Management Department and reporting to the PPOM, the Business Line Director will be responsible for managing and coordinating complex projects (regulatory, strategic, and legal) within their area. Their key duties will consist of:

 

  • Managing one or more projects (cost, deadlines, quality, and risks) and deploying the company’s strategy in projects.
  • Analysing user needs and deciding between various projects, if required.
  • Managing changes in project management culture and its organisation and ensuring transparent communication of the choices made.
  • Providing a methodology, tools, training and support to IT and business line project managers.
  • Coordinating all staff and interfaces involved and managing all commitments (deliverables, milestones, etc.).

To ensure further optimisation and effectiveness, the Business Line Director will also have the following responsibilities:

 

  • Managing the translation of business line needs during the functional definition phase and directing the technical teams (gathering, reviewing, and questioning business cases, project descriptions, cost estimates and resource planning and allocation).
  • Assuming staff and technical leadership for complex projects by applying project management governance (solving the planning conflicts of support lines/projects impacted and prioritising). 
  • Coordinating the IT Copil and the business line project managers to ensure the successful completion of their projects by providing know-how and organisational methodologies.
  • Ensuring successful project completion, that deadlines and budgets are met, the follow-up of project phases and of Reporting to the project Sponsor and to the Project Portfolio Management Director for potential decisions regarding project selection or the resetting of priorities.

Job description

Within the Risk Department, you will work in the RMQD (Risk Models, Quantification and Defaults) team. The RMQD team is responsible
for the development and use of all quantitative credit risk models, both at counterparty and portfolio level. The development is based on advanced statistical and mathematical modelling. The models are used by the RMQD team itself for key regulatory and strategic exercises, ranging from quarterly IFRS9 expected credit loss calculations, projections of the key risk measures in the financial plan, stress testing and the integrated ICAAP file of the bank. More specifically, the projects cover:


• The development, maintenance and backtesting of the internal credit risk models, which are used for analyzing the counterparty-level credit risk in the Dexia Portfolio. This implies the construction of rating migration, PD and LGD models, covering the whole process from data collection & treatment, discrimination analysis and calibration of the risk levels up to implementation (both long-term Through-The- Cycle and Point-In-Time macro-economic models).
• The calibration of the parameters of the internally developed portfolio management tool which assesses the portfolio tail risk (Credit Value-at-Risk, VaR). These include a.o. the calibration of stochastic PD and LGD, the asset correlation structure and global maintenance/updates of the portfolio management tool to reflect the portfolio’s risk dynamics.
• The production of strategic long-term and/or stress test results for top management. The RMQD team assists in the development of the different base and stress scenarios and is responsible for the calculation of all credit risk impacts (a.o. losses in case of default, IFRS9 provisions, risk-weighted assets). On other risks (such as operational and market risk) the RMQD team is responsible for the collection and aggregation of the relevant results from the other Risk teams in order to produce the global risk view across the bank and its entities
under all base and stress scenarios.
• The development and follow-up of the credit risk indicators within Dexia’s Risk Appetite Framework.

All the above mentioned models and tools are built and maintained within RMQD inside the Matlab environment, while the data
treatment is mainly based on SQL.

Profil recherché

• You hold a University degree with a quantitative and/or financial background (business/financial engineer, civil engineer, physicist,
mathematician, etc.).
• You speak english, french and dutch.
• You have at least 3 years of experience in risk quantification and/or Credit risk in a bank or financial institution, or have an equivalent

The post holder will be tasked with analysing and improving market risk indicators in order to render an appropriate image of the risk profile of Dexia Crédit Local and the Dexia Group.

The post holder will be responsible for all or part of the following tasks:

  • Identifying the market risks for the activities for which the post holder tracks, developing measurement indicators and market risk monitoring indicators, particularly VaR, stress tests and economic equity.

Among the main responsibilities of RMQD are:

- Developing, backtesting and stresstesting of quantitative credit risk models (e.g. probability of default), in the context of IFRS 9 provisioning and for internal risk assessment, for all asset classes in the Dexia portfolio.

- The annual production of the internal capital assessment (ICAAP) covering all risk types. Full production of the credit risk assessment via portfolio risk models. Transversal responsibility with other teams to collect input for other risk types (market risk, operational risk, climate risk, …) and to integrate all risks in the final overall risk assessment.

- Developing and backtesting of models translating forward looking macro-economic scenarios into credit risk impacts.

- Strategic planning and capital projection under different scenarios for the full Dexia portfolio, taking into account economic and regulatory constraints, and considering specific risks at portfolio level such as correlation and concentration risk.


The position involves state-of-the-art modelling and data science for active risk management. This is a perfect first experience in quantitative risk management, in a multicultural environment within a highly motivated team.
